The Opportunity
As a DCO Construction Works Package Manager, you will play a key role in the delivery of major nationally significant energy infrastructure projects across the EDF power solutions DCO portfolio.
The DCO programme represents a multi-gigawatt pipeline of utility-scale renewable and energy infrastructure projects.
The first project within the programme will be Longfield, comprising a 400MW PV, 300MW BESS and associated 400kV transmission connection works.
The role will be responsible for leading the delivery of a key construction package within the wider project structure, the 400kV project substation and cable connection works, supporting the safe, coordinated and successful execution of the works from mobilisation through to commissioning and handover.
Leadership is crucial as the Works Package Manager will be required to establish and lead diverse project team members to deliver activities within their programme. You'll be responsible for setting up and managing a near term and work plan to drive the delivery of work on a week by week basis, setting up and compliance with a budget for their areas of activity; operation of a risk log– challenging any increase in costs and developing options to reduce cost, establishing and managing the interfaces between their work scope and the work of the other project managers, setting up and operating the quality plan and the change control for their contracts.
The 400kV Substation Works Package Manager will be responsible for the safe, coordinated and effective delivery of the Project Substation Contract, associated 400kV cable route works and related interface activities during project execution. This will involve the development of the initial design into a detailed design solution, proceeding with the management of the construction works, including commissioning until handover to our internal Asset Operations team.
The substation package comprises the transmission and distribution infrastructure associated with the project connection, including 400kV and 33kV systems, associated balance of plant systems and interfaces with the wider project infrastructure and NGET network.
The role will act as the primary package delivery lead for the substation package, managing contractor performance, package interfaces, programme delivery, safety execution, commercial coordination and reporting activities associated with the works package.
The role will work closely with the Senior Project Manager and wider project functions including Delivery Engineers, Engineering disciplines, Quality, Grid Compliance, H&S and Project Controls to support delivery of the package in accordance with project requirements.
The Works Package Manager will be Accountable and Responsible for the complete contract management, preparing the required reports and reporting project progress and challenges directly to the Senior Construction Project Manager. Ultimately you will be responsible for the successful delivery of the works package in its entirety.
Key responsibilities:
Lead the safe, coordinated and effective delivery of the Project Substation Contract and associated 400kV cable route works package, comprising the project transmission and distribution infrastructure including 400kV and 33kV systems, associated balance of plant systems and interfaces with the wider project infrastructure and NGET network, as directed by the Senior Project Manager
Act as the primary package delivery lead for the 400kV substation and cable route package during construction and commissioning phases, with responsibility for:
- contractor management
- site-based execution oversight
- package coordination
- programme delivery
- interface management
- commercial delivery support
- contract management
- quality assurance
Deliver the package in accordance with:
- project requirements (inc. quality requirements)
- DCO requirements and consent obligations
- contractual requirements
- applicable standards and procedures
- project programme and budget requirements
Manage package-level interfaces with:
- NGET works and outage activities
- PV and BESS delivery packages
- cable route and enabling works
- commissioning and energisation activities
- wider project delivery and operational interfaces
Work closely with the Engineering disciplines and Engineering Manager to support:
- technical review activities
- design coordination
- grid and NGET interface coordination
- constructability reviews
- commissioning readiness
- engineering assurance and acceptance activities
while recognising that technical authority and engineering acceptance remain with the appropriate engineering functions.
Work with the Quality team to ensure:
- package quality requirements are implemented
- surveillance and inspection activities are coordinated
- quality issues are escalated and managed appropriately
- contractor quality performance is monitored throughout delivery
Work in conjunction with the H&S team to support:
- implementation of the Client H&S Management Plan
- contractor CDM compliance
- site inspections and audits
- safe delivery of the works package
- escalation and management of H&S concerns and risks
while recognising that governance, assurance and specialist H&S oversight remain with the H&S function.
Support package-level commercial and contractual management activities in conjunction with the Commercial team, including:
- progress reporting
- change management
- contractor performance management
- identification and escalation of commercial risks and issues
Coordinate package reporting, programme updates, risks, actions and delivery status through the agreed project controls and reporting processes.
Maintain effective coordination and communication across contractors, project functions and wider stakeholder groups to support safe and successful package delivery.
Skills / Experience / Qualifications
- Degree in Engineering, Construction Management or equivalent relevant discipline
- APM PPQ qualification (or equivalent project management qualification) preferred
- Demonstrable track record delivering large-scale HV infrastructure, energy or major infrastructure projects
- Experience managing principal contractors and complex package interfaces during construction delivery
- Experience of managing contractors, consultants and other advisors throughout large and complex construction projects, in a regulated environment. Including NEC and FIDIC contracts.
- Strong understanding of CDM Regulations and construction health & safety management within major infrastructure projects
- Experience coordinating multi-disciplinary delivery teams across engineering, construction and commissioning activities
- Strong understanding of programme, commercial and package delivery management within major infrastructure projects
- Experience working within regulated infrastructure and complex stakeholder environments, including DCO or equivalent major project structures
- Familiarity with energisation, commissioning and handover processes associated with HV systems
Strong communication, coordination and stakeholder management skills across contractors, engineering functions and project leadership teams
Location / Site Presence Requirements
This is a site-based construction delivery role. The successful candidate will be expected to be present on the Longfield project site near Chelmsford, Essex 5 days per week throughout the active construction and commissioning phases of the project.
The role will also require attendance at project, governance and stakeholder meetings at EDF power solutions offices in Cardinal Place, London, and other locations as required.
Following completion of the Longfield project, the successful candidate will be expected to transition onto other DCO or major infrastructure projects within the UK portfolio, which will involve similar site-based delivery requirements at locations elsewhere in the UK.
