Construction Manager

A pivotal opportunity has become available within the Dungeness B Power Station Investment Delivery (ID) Team for the role of Construction Manager.

The Construction Manager is accountable to the PPM for the successful delivery of all aspects of the MTP Portfolio. They will support the PPM by leading, coaching and mentoring the Project Manager and Construction team as required to improve team performance and competence, safely managing all activities to the scope agreed with the relevant Project Managers to the expected safety, quality, schedule and cost criteria.

The Person

The postholder for this exciting opportunity will be responsible for implementing and complying with applicable company safety, environmental, and quality, procedures and policy, and relevant legislative and regulatory requirements.  Ensure a proactive and balanced approach to safety (Nuclear, radiological, conventional & environmental) and that framework exists for maintaining the Health & Safety on site of all personnel (including contractors) working on Investment Delivery projects.  Managing the performance of other Project Managers and taking responsibility for the delivery of either a large complex project or a small portfolio of projects in addition to the following;

  • Co-ordination of, including Field Supervision of, all construction activities and personnel at site working on the Investment Delivery project portfolio and the management of any Project Engineer engaged on construction activities
  • Ensure the inclusion of the full construction work scope within the Project baseline
  • Planning balancing and prioritizing construction resources to support successful project execution
  • Responsible for project implementation, ensuring that projects are delivered with a strong emphasis on integration and with Station work management system and operations
  • Securing the required resources to meet the requirements to successfully deliver the MTP, ensuring the maintenance of SQEP for any assigned resource and promptly identifying any personnel shortfalls or issues within their project team
  • Ensuring all TQ's and materials shortfalls are identified to and resolved by the Project Manager as early as possible
  • Managing assigned projects from concept (Gate A) to close out (Gate D)
  • Implementing and maintaining effective communication to the project team and all stakeholders including Station interactions to ensure full understanding and commitment to the deliverables
  • Contract management responsibilities where delegated in the F3 Nomination of Contract Roles form
  • Ensuring that any control arrangements identified, as part of the implementation of Licence Conditions, are adhered to during the lifecycle of the project (for new plant this includes specific arrangements under SLC 19, 20 and 21)
  • Maximizing their team’s OPEX, disseminating and input of OPEX into the Lessons Learnt database
  • To ensure CDM duties are adequately covered in each project delivery arrangement in accordance with Company requirements and the points of contact are documented and notified via an F10. This includes acting as the point of contact when the company takes on the role of Principal Contractor
  • Ensuring input to other project processes are incorporated e.g. design, HAZCON, risk, contract & estimating etc. and early involvement of the construction team with projects to ensure “constructability” of the design. Leading constructability reviews when required
  • Ensure that contractors undertaking Temporary Works have adequate Temporary Works management arrangements and procedures in place

The Skills

The ideal applicant for this role will be typically degree educated ideally in engineering or equivalent qualification in an appropriate discipline with the appropriate level of knowledge and experience in Project Management as defined by the Project Competence Model (Model No.29B).  They will be required to have the appropriate level of knowledge and experience in Construction Management and a good knowledge of all relevant HSE and in particular CDM legislation.

  • Demonstrable experience and use of office IT packages such as Word, Excel and PowerPoint and industry planning tools
  • Proficient in the use of estimating, scheduling, programming and risk tools
  • Proficient in the use of Earned Value tools
  • Familiar with HSE and CDM legislation
  • Demonstrable experience of managing projects throughout the full project lifecycle, ideally across a range of complex multi-discipline projects and environments.
  • Management of an integrated project team including staff, agency and assigned functional support
  • Evidence of working within environments with a high quality and safety standards/culture

  • Engineering design, contract and field execution strategies for project delivery
  • Large multi-discipline projects
  • Large complex multidiscipline contracts and the tender review process
  • Control of costs and Change
  • Close out of commercial claims and the associated negotiations
  • Front end design and development of solutions
  • The design / construction interface to ensure a smooth transition / handover and how to address the issues which occur at this interface
