The Opportunity


We have a new opportunity for you to join our team at HPC and contribute to one of the most exciting and challenging construction projects in the country, as we lead the rebirth of Nuclear in the UK. We are embarking on the safe construction of two EPR’s at HPC in Somerset, join us on this journey as we embark on the safe Construction.


We are looking for an HPC Site Security Manager who will lead, manage and co-ordinate all security activities at the HPC Site and the Associated Developments (AD), totalling over 10 locations. If you are successful you will also be an author of the Site Security Plan and responsible for the delivery of the Plan through a risk-based security regime, using internally and externally directed and agreed standards whilst enabling the construction programmes to undertake their scheduled work. 


This is an excellent opportunity for someone who wants to grow and have their own say into the project security as you will be responsible for defining and implementing the security strategy for the HPC Site and Associated Developments during the lifecycle of the construction project. You will also ensure that the HPC Site and Associated Development security standards are defined and maintained to achieve compliance with regulator expectations, company and local policies.


As an HPC Site Security Manager you will also be responsible for all interfaces with local Police, NNB Security Staff, the Security Regulator on site issues, HPA, HPB and other agencies.

The Person

As HPC Site Security Manager, your main responsibilities will be to: 
•    Identify and manage all Protective, Personnel, Information and Cyber security risks at HPC Site and Associated Developments including the development of all security risk mitigation strategies.
•    Ensure that all security activities, including those undertaken by contractors, are carried out with full regard to license requirements, statutory regulations, company and location directives, procedures and safety rules
•    Act as the Budget holder for all HPC Security CBS Codes, and approve spend within FAL and budget limits. Deliver an effective and efficient financial control process to support accurate reporting and governance.
•    Act as the primary interface with local Police, NNB Security Staff, the Security Regulator on local issues and other agencies as necessary.
•    Act as contract director for any third party security provider, primarily the Security Services Provider and Security Infrastructure Provider, responsible for all their activities to ensure security compliance, an effective and value for money delivery and a motivated team for the HPC Site and all Associated Developments.  
•    Be responsible for the approval and assurance of all third party (Tier 1 contractors in particular) security provision, including all activities to ensure security compliance and an effective and efficient site security regime for the HPC Site and Associated Developments. 
•    Define and implement an appropriate security culture in the HPC Estate, as part of the wider project culture
•    Coordinate security interfaces with HPA and HPB, especially during periods of Security Incident management that directly impacts the neighbouring operating Nuclear sites. 
•    Provide security advice and proportionate immediate response to a probable or actual security event.

The Skills


Knowledge & Skills


•    Proven leadership and managerial skills at a high level, particularly in the security sector.
•    Knowledge and experience of security arrangements applicable to a large construction project.
•    Knowledge of Cyber and Information security systems is highly desirable.
•    Knowledge and experience of Personnel security is highly desirable.
•    Knowledge of physical security systems including:

o    Security Management Systems
o    Automatic Access Control
o    CCTV surveillance and video analytics
o    Intrusion detection systems
o    Physical Barriers

•    Knowledge and experience of managing project budgets.
•    Knowledge and experience of Health and Safety aspects linked to projects would be desirable.
•    Commercial knowledge and experience of managing contracts, particularly output or effects-based specifications.
•    Project Management


Qualifications & Experience


•    Experience in the nuclear or regulated industry is highly desirable.
•    Relevant degree or an appropriate equivalent qualification, or experience. 
•    Experience of managing third party contractors, in particular performance management, health and safety and commercial aspects.
•    Experience of protest management, intelligence analysis and response to planned or unplanned security events.
•    Experience of Centre for the Protection of National Infrastructure (CPNI) methodologies, highly desirable.
•    Experience of developing / writing security documents including Security Plans, policies, procedures and operational requirements would be highly desirable.
•    Experience and knowledge of the following types of security systems: Intruder detection, , physical barriers, , access control systems, observation systems (CCTV, TI, etc), Video Analytics.
•    Experience of developing and maintaining a security culture in a dynamic construction working environment is highly desirable.
•    Experience of construction site security is essential.


Technical Competencies 


•    Interacts effectively and with credibility with Regulators and other relevant agencies on substantial issues (DECC, CPNI, CNC. Home Office Police).
•    Leads inter-functional teams to acquire complex permissions or consents
•    Applies due diligence in undertaking, or advising on, investigations of high-consequence incidents, near misses or non-conformances
•    Fulfils the company’s legal obligations in liaising with Regulators when enforcement action is taken or is likely
•    Interprets and evaluates Regulation to ensure that a proportionate risk-based solution is agreed and implemented.
•    Coordinates assessment of assessment programmes, approves scopes/ToR, leads complex audits, assessment and investigations
•    Approves report content and chairs consequent presentations; approves assessment programmes
