Project Development Analyst / Senior Analyst

Vacancy Overview

The role holders will work across a range of crucial, multi-disciplinary issues to support the SZC project reach financial close and begin construction. This will include securing a financeable revenue framework, attracting investors to finance the project, understanding and quantifying delivery risk, demonstrating value for money in construction costs and supply chain strategy.

Nature and Scope

The Nuclear New Build (NNB) project team is leading an ambitious programme to build 4 European Pressurised Water Reactors (EPRs), the first new nuclear power stations in the UK since Sizewell B (which was commissioned in 1995). EDF is progressing plans to build 2 new reactors at Hinkley Point in Somerset and 2 more at Sizewell in Suffolk.

The SZC Nuclear Development team is a high profile team working in a very dynamic environment within the SZC project, with responsibilities across a number of aspects of the project’s delivery. The team will play a key role in the development of SZC and taking the project to the start of construction.

Three Analysts / Senior Analysts are required in the SZC Nuclear Development team. The SZC Nuclear Development team has responsibilities for the development of the SZC financing model; supply chain strategy and associated financing / policy interdependencies; SZC socio-economic impact measurement; the SZC public value for money case; and scenario / statistical analysis of the SZC construction profile.

The roles will be multi-disciplinary with responsibilities across a number of the SZC Nuclear Development team’s activities (listed above). Activity will be determined by the evolving requirements of the project.

The role will provide substantial exposure to senior people both internally and externally. It will involve close working and interaction with teams across the SZC project including finance, engineering, supply chain, legal and planning. There will also be significant engagement and interaction with external stakeholders including potential investors in the SZC project, the UK government, HMT and Ofgem.

 

Framework & Boundaries

The Nuclear Development team represents the SZC project and EDF in interactions with the UK government, regulatory bodies and potential investors in SZC on a number of issues critical to the SZC business case. The team will have to achieve a financing and delivery framework that satisfies the requirements of these stakeholders in order for the project to secure the investment funds it requires to proceed.

Principal Accountabilities

The principal accountabilities of the role holders will include a subset from the list below:

 

SZC financing model: Economic regulation and investor interaction

·       Development of SZC income model and economic regulation. Working with SZC project teams, HMG, Ofgem and investors to develop a politically acceptable and financeable economic regulatory model.

·       Contributing to engagement with HMG / Ofgem on development of the economic regulation design including formal consultation responses and papers

·       Quantifying / modelling financial sensitivities to economic regulation design

·       Being a point of contact for SZC project teams on the income model and economic regulation           

·       Preparing quantitative and qualitative material to support investor engagement

 

SZC construction profile: Risk assessment and delivery impacts

·       Develop scenarios for SZC construction cost and schedule that can be used to model and understand risk factors

·       Evaluate the impact of sensitivities in SZC cost and schedules on social value for money

·       Support the process SZC is undergoing to take lessons learned from other new nuclear projects by quantifying the impact of lessons learned on cost, schedule and risk

·       Develop working relationship with key stakeholders in HPC

·       Research into risk valuation methods for construction projects in the US

 

SZC supply chain and socio-economic issues

·       Contributing to development of the supply chain commercial strategy

·       Engagement with external stakeholders (UK government, Ofgem and investors) to explain and justify the commercial strategy

·       Research into UK supply chain commercial models and approaches to construction delivery in the UK infrastructure market

·       Develop working relationship with HPC commercial team

Knowledge, Skills, Qualifications, Experience

Essential

·       Strong quantitative, analytical and commercial skills

·       Strong ability to clearly communicate complex analysis into high quality reports, pull out insight and key messages

Qualifications & Experience

Essential

·       A good degree in a relevant discipline such as economics, business studies, engineering or mathematics.

 

Desirable

·       Experience working in a cross-functional team

·       Experience in the energy industry

·       Experience working with or for UK Government and / or public regulatory bodies

·       Experience working in the financing industry

·       Infrastructure supply chain / commercial strategy delivery experience
