The Opportunity

As part of our plan to secure a low-carbon energy future, EDF’s Nuclear New Build (NNB) team is leading an ambitious programme to build a fleet of safe, reliable nuclear power stations in the UK, focussed on two new nuclear power stations, the first since Sizewell B in 1995. The first station is under construction at Hinkley Point C in Somerset, and NNB’s ambition is to build a second at Sizewell C in Suffolk. The Sizewell C project is currently in the development phase, with UK public policy; financing; commercial and construction arrangements being established. The intention is to begin construction of the project at the end of 2021. 


The HPC Project is one of Europe’s largest construction projects and the first new nuclear build in the UK within private ownership. SZC looks to replicate this. Unlike HPC which is equity funded, SZC will require a new model of funding that brings the overall risk to construct, operate and decommission for investors down to a level that will attract investment at regulated asset rates of return.


The SZC Project Team is a growing, diverse and collaborative organisation committed to engaging stakeholders, obtaining development consent and preparing the project for the start of construction. SZC Safety & Licencing Team is an integral part of this project, responsible for providing an “internal regulator” function to assure quality, provide oversight of process and governance, maintain the nuclear site licence and environmental permits, facilitate organisational learning and assure security.
 

The Person

 

The role of the Industrial Safety and Wellbeing Manager is to define policies and standards, including CDM policy, defining the internal procedures and processes such as; safety documentation processes for the project, incident management and reporting, maintaining records, and assuring that the Project Delivery Organisation (PDO) follows and complies with safety processes for the project. The role also manages the task of obtaining relevant certification, (e.g. ISO 45001), arranging internal and external audits and oversight of the project’s safety processes.


Your main responsibilities:


•    Overall accountability for administrative matters such as budgeting, resourcing, training, nuclear baseline compliance, health & safety, PPE
•    Deployment of the safety policies and standards for the SZC project
•    Lead and manage the interface and relationship with the Regulators (principally ONR) relating to industrial safety across all organisational levels
•    Delivery, execution and maintenance of relevant processes, including document review and the ongoing oversight and improvement of processes in response to experience and learning, achieving certification in international standards, including ISO45001
•    Provide inputs for planning and management of the budget for the Safety Directorate and of the Quality organisation within the Client organisation and workloads including team performance and development, departmental risk management etc.
•    Provide a means of escalation for quality related issues within the PDO, and assistance with issues that may arise
 

The Skills


You will be able to demonstrate the following skills and experience:


•    Degree qualified in a related discipline (or equivalent)
•    Demonstrable experience of working within the large construction project environment
•    Strong interpersonal skills with the ability to engage credibly within and external to the business
•    Ability to influence and encourage change of behaviours across a wide range of organisational levels
•    Expert knowledge of Safety Systems, ISO 9001, ISO 45001, GSR-2/3, CDM regulations, HASAW and related standards such as LOLER, PUWER etc.
•    Strong presentation and communication skills – able to present at multiple organisational levels and to external regulatory stakeholders
•    A strong and credible decision maker, able to create confidence through crafting of strong justifications and arguments
•    Experience in supervising & managing smaller teams


Desirable knowledge and experience of the following:


•    Nuclear safety design and quality management
•    Working with regulators within a dynamic environment
