Vacancy Overview

 

Working in the Risk, Opportunity, Trend & Change (ROTC) Discipline of Project Controls, under the direction and leadership of the ROTC Manager, to be responsible for the management of risks and opportunities for either the core Project Controls team or one of the Programme Controls Teams.  

 

The team's role is to facilitate, implement and continuously improve the effectiveness and efficiency of Project-level systems and activities, including the Risk & Opportunity Management (R&OM) framework, data systems, assurance, reporting and governance.  The team provide support and training to the Project Controls teams within the programmes to ensure that risks and opportunities are managed effectively within the R&OM framework.  

 

It is the overarching objective of the integrated Project Controls function to act as a centre of excellence: the intelligent owners of the single source of delivery performance information, operating as an integrated enabler for the successful delivery of the HPC Project.

Nature and Scope

 

Risk, Opportunity, Trend and Change specialists may sit in the core team reporting to a lead role, or the Risk Opportunities Trend and Change Manager or withing one of the programme teams,supporting effective and efficient risk-based decisions, increasing delivery certainty and stakeholder confidence by creating and embedding a proactive culture of risk & opportunities management.

Principal Accountabilities

 

  • Support  the implementation and maintenance of Project Controls processes for ROTC, including the production of monthly reports, through the provision of intelligent information and analysis;
  • Collaborate with other Project Controls teams, as well as other support functions, to help deliver Project goals in keeping with the HPC values.
  • Lead the co-ordination and facilitation of R&OM responsibilities and activities at Project / Programme level, including identification, assessments of schedule and cost impact, management and development reviews, escalation and close-out;
  • Ensure that all Project-level risk and opportunities data are accurately maintained within management tools (ARM, @risk, Safran);
  • Responsible for operation of the R&OM framework, including programme management (improvements and business-as-usual), improvement projects, functional processes, documentation, system administration, assurance, capability and culture development;
  • Responsible for the delivery of QSRA and QCRA to inform the Project / Programme baseline and Estimate At Completion (EAC);
  • Manage the ROTC governance structure meetings / Programme ROTC meetings;
  • Lead the provision of R&OM training, advice and support to Project / Programme stakeholders to support effective management;
  • Lead the co-ordination and delivery of Project- / Programme-level ROTC reports to a defined reporting cycle;
  • Lead the development and implementation of continuous improvements to the HPC R&OM approach as agreed by the IPC ROTC Manager;
  • Lead the interface with PCMs to facilitate decision-making, including making R&OM recommendations and assessing exposure against the remaining contingency budget;
  • Lead the interface with Tier 1 Contractors to assess contractor-held risks and their views on Programme-held risks and opportunities that impact upon them; 
  • Conduct assurance reviews on other areas as directed by the IPC ROTC Manager;
  • Adhere to Project governance and ROTC standards and procedures;

Knowledge, Skills, Qualifications, Experience

 

  • Detailed knowledge of Project Controls disciplines and processes for programme and project management in a major infrastructure environment
  • Technical and practical comprehension of engineering, procurement and construction methods and techniques in a UK context;
  • Ability to understand, interpret, analyse and present complex risk data;
  • Ability to understand and use risk management software;
  • Understanding of various contract types, in particular the NEC suite and FIDIC;
  • Good commercial awareness;
  • High level of analytical and numerical skills;
  • Good attention to detail;
  • Ability to build strong stakeholder relationships both internally and externally and at all levels;
  • Excellent written and verbal communication and influencing skills

 

Desirable:

  • Knowledge of other project controls areas (estimating, scheduling and cost management) and associated techniques and tools;
  • An awareness of key Project/Programme Management and Project Controls considerations in a major infrastructure project;
  • Working knowledge of French and/or Chinese languages/experience of working in a multicultural team an advantage.

 

Qualifications & Experience

 

  • Educated to a minimum of degree level in Engineering, Construction, Quantity Surveying or other related field, or equivalent demonstrable experience;
  • Professionally qualified with chartered or equivalent status, or equivalent experience;
  • ROTC management qualifications and certifications (e.g. CIRM, APM);
  • Proven relevant experience in a Project Management or Project Controls environment in a similar Risk & Opportunity role on a major construction project;;
  • Substantial experience in the use of risk management software systems such as ARM, Safran and @risk;
  • Substantial experience in the operation and management of an R&OM framework;
  • Experience of undertaking quantitative cost and schedule risk analysis and presentation of associated data.

 

Desirable:

  • Experience in the use of a scheduling tool such as Primavera P6;
  • Experience in the use of a trend and change management tool such as EcoSys;
  • Experience in presenting complex information to senior executives and shareholders;
  • Experience in the Nuclear sector.
