The Opportunity


The Head of Health, Safety and Learning is a nuclear baseline role responsible on behalf of the HPC Client for ensuring that all HPC activities are conducted in a way that protects the health and safety of the workforce and the public in line with our Zero Harm ambition.  In addition, that adequate arrangements are in place to manage incidents and learning at HPC (Licence Condition 7) and to develop, support and promote the traits of a healthy and proportionate nuclear safety culture that is in-line with relevant good practice.  An important aspect of the role is to work collaboratively with colleagues to ensure good practice is shared and deployed across HPC & EDF UK and will contribute strongly to our aim of setting a new benchmark for health and safety performance in the construction sector.


The role holder will be someone who can demonstrate broad experience in construction and nuclear settings and be able to apply that experience across the new nuclear projects and with our construction partners in a proportionate way.


They will set standards and deliver governance, leadership, reporting and challenge to the Directors, Managers and other leaders in respect of health, safety and learning and will engage with key stakeholders including unions, regulatory bodies, EDF UK and EDF Group health and safety professionals.  


In addition, as a thought-leader and subject matter expert, the job holder will engage and form appropriate partnerships nationally and internationally with key stakeholders to help shape national policy and legislation and/or industry best practice, benchmark our progress and identify opportunities for improvement. They will lead initiatives creating significant business impact for the new nuclear projects.


Representing the Client organisation, you will work with the Principal Designer, Principal Contractors and Contractors, together ensuring that we create and maintain a respectful work environment where trust and respect permeates the organisation and continuous learning is fostered. 

The Person


Develop HPC health and safety strategy, expectations and management policies, in line with international best practice and standards, to shape the HPC Way and to set a new benchmark for performance in the construction sector.  


Develop, implement and maintain health and safety management process, procedures, standards and systems within the Integrated Management System to ensure that health and safety risks are managed proportionately. Interface with external certification bodies for ISO 45001 and other health and safety-related external auditors


Represent the Client organisation, working closely and collaboratively with the Principal Designer, Principal Contractors and Contractors, together ensuring compliance with the CDM Regulations and bringing the best athletes to the table. Conduct audits, reviews and assessments that identify and share best practices and shortcomings in arrangements in order to ensure that the project delivers to safety, quality, cost and programme.


Develop and facilitate the HPC SHEC, CDM Steering Group and Nuclear Safety Steering Group to achieve collective engaged senior leadership and governance of health and safety and nuclear safety culture.


Maintain a productive relationship with trades union safety representatives and national officers to ensure the principles of the safety reps charter are applied, that the NNB HESAC is effective, that consultation duties are fulfilled and that there is a spirit of joint working.


Shape the strategy for learning and improvement and as Licence Condition 7 owner, put in place the arrangements to ensure that HPC grows as a learning organisation, managing HSE incidents across the project, observations and learning opportunities effectively.  Develop and facilitate the Corrective Action Review Group which monitors effectiveness of learning.  Develop and maintain the Insight Learning platform and grow the engagement in learning.


Interact with regulators (external and internal), meeting regularly to build a positive relationship on safety and learning matters and to report on progress.  Report on progress with health and safety performance, safety incidents, perform root cause analysis and participate in health and safety progress reviews.

The Skills


•    NEBOSH Diploma in Occupational Health & Safety. Membership of Institution of Occupational Health and Safety (IOSH) and/or EIT working towards Chartership.
•    Functional specialist in health and safety; experience of operating in a nuclear licenced business and deep experience of CDM management and construction.
•    Experience of developing and implementing health, safety and learning solutions and cultural improvement programmes; up to date knowledge of current trends and best practices in health and safety
•    Best in class people management skills, relationship building, influencing work style developed through management of a diverse workforce
•    Experience managing cross functional teams
•    Experience of working in a unionised environment
•    Experience of working at a senior leadership level in a large multinational organisation in the Energy sector.
